Administration Clerk for Nash Community Council & Nash Community Charity.
Salary: £2,500 per annum Hours: Approximately 1 day per week
Location: Work from home with occasional travel to Nash Village Hall for meetings
Role Summary: The Administration Clerk provides essential administrative support to the Council and Charity managing communications, documentation, and meeting preparations to ensure efficient Council and Charity operations.
Key Responsibilities:
- Prepare agendas, take minutes, and follow up on actions for Council & Charity meetings.
- Monitor emails and correspondence, distributing relevant information to Councillors & Trustees promptly.
- Track planning applications affecting Nash, inform Councillors, and lodge objections on behalf of the Council when necessary.
- Liaise with Councillors and external bodies to support governance and community engagement.
- Assist during election years by obtaining nomination forms and helping with their completion.
- Manage maintenance and repair arrangements for Nash Village Hall as required.
- Liaise with the Charity Commission.
- Ensure that the council complies with legislation, such as GDPR, FOI, and Local Government Acts.
- Waterloo Inn – liaising with tenant, checking rent is paid on time, reporting any problems to the Trustees, and arranging repairs where the Charity is responsible.
- Check the tenant is complying with the terms of their lease.
- Arrange coach outings and the Christmas supper.
- Advise the council on its legal duties, powers, and procedures.
- Support or lead on community projects, events, or grant applications.
Requirements:
- Must be computer literate, with proficiency in email and online tools.
- Able to work from home.
- Must be available to attend one scheduled monthly meeting at Nash Village Hall, plus any ad hoc meetings when necessary.
- Must be able to travel to Nash Village Hall for other duties.
- Ability to work independently and maintain confidentiality.
- Diplomatic and professional, especially when dealing with the public and councillors.

Job Description: Responsible Finance Officer for Nash Community Council & Nash Community Charity.

Role Summary:
The Responsible Finance Officer (RFO) manages all financial aspects of the
Council and Charity, ensuring accurate financial records, reporting, and
compliance with relevant regulations.
Key Responsibilities:
- Prepare the Council’s annual budget for approval.
- Calculate the Precept amount and submit the annual request to Newport City Council by the deadline (late December/early January).
- Maintain a detailed Cash Book recording all income and expenditure for both the Council & Charity.
- Prepare accounts for external accountant and auditor to enable the production of annual accounts.
- Complete and submit the Annual Governance Return to the Welsh Audit Office.
- Arranging payments for maintenance contracts for hall & any repairs of the Waterloo Inn that falls under the Charity's responsibility
- Authorise and issue cheques, maintain invoices, and ensure all expenditure is approved at monthly Council and Charity meetings
- Arrange BACS payments to HMRC for payroll deductions.
- Ensure timely banking of all Council funds, liaising with the Hall Booking Clerk to verify receipts and maintain an audit trail.
- Submit the Annual Return of payments made to Councilors to the Welsh Audit Office.
- Calculate and reclaim VAT from HMRC annually.
- Maintain and update Council financial policies including Standing Orders and Financial Regulations.
- Sending invoice for annual grazing licence for School field and liaising with tenant.
- Administering Grants to residents, which includes keeping a list of senior citizens over 60 years old in receipt of annual Christmas grants
